A jail or prison is a small town that nobody walks into, nobody walks out of, and nobody loses hardware from. Rec yards, sally ports, the perimeter road and the kitchen service yard drain nothing alike, and every one of them is a security surface before it is a drainage surface. Here is how we read the water inside the fence, what a “secured grate” actually buys you, and where our scope stops.

Inside the fence, every yard drains differently

A 60-bed county jail can sit on one downtown block with a rooftop rec deck and a basement sally port. A state prison can occupy 400 acres with a dozen housing unit yards, an industries compound running forklifts, a fleet garage, a warehouse dock and, at older institutions, working farm ground. What they share is not architecture: a controlled perimeter, a count clock, escorted movement, tool control, and a shop that cannot phone a contractor at nine at night and have him inside the wire by ten.

Every piece of hardware here is ordinary drainage hardware; the ordinary habits around it are not. A grate that lifts by hand in a yard is three problems at once — a hole where something can go in, a heavy casting that can be moved, and an emergency that closes the yard. So the design conversation runs in a different order here than anywhere else: can it be lifted, can staff still open it, will it carry the water.

What a facility actually needs, and the parts we cannot supply

Every decision comes back to one question asked in a specific place: is this water moving across a surface, or is it already in the ground? That sorts the problem, and it sorts what we sell from what we do not.

Surface water on pavement and yards — our layer. Rec yards, sally port slabs, the patrol road, delivery aprons, dock pads and parking shed essentially everything that lands on them, as sheet flow gathering into a ribbon at the low edge. Two devices catch it: a channel or trench drain across the path of the flow, and a catch basin where water already collects at a point.

Water already in the ground — a site contractor's layer. Recreation fields, ball diamonds, the clear zone between fences and farm ground at agricultural institutions all legitimately use subsurface drainage. A french drain is perforated pipe, commonly 4″ to 6″, bedded in washed stone and wrapped in geotextile, cut in to intercept groundwater rather than catch anything off a surface — used because a saturated field is unusable and a saturated clear zone turns to mud under patrol tires. It is a real answer to a real problem, and we do not sell it; nothing in our catalog is a french drain and we will not call one that. Hire a site contractor for the subsurface. Half the “we need field drainage” calls we take, though, are a roof and a walkway dumping onto turf — that surface collection is ours.

Security-engineered items — by others. Where a pipe or culvert crosses the secure perimeter at a size the physical security plan cares about, it gets barriers or detention-grade grating designed by the security consultant. That is a security submittal, not a catalog part, and we will not pretend a load-rated grate is one. Ask early; it changes pipe routing.

Containment and treatment — downstream, by others. Grease interceptors, oil-water separators, grit interceptors, lift stations, pumps and the on-site wastewater plant many rural institutions run are engineered and supplied by others. We raise it early for a practical reason: the interceptor or structure invert usually dictates how deep your trench can be. Settle that elevation before anyone picks a channel.

Interior secure areas — not our category. Drainage inside secure housing — cell wet areas, dayroom floors, behavioral-health fixtures — is specialized detention plumbing with its own hardware and approvals. We do not sell it and make no claims about it. Everything here is exterior, secure-yard, surface drainage.

How water moves across a secure yard, and how to prove the line carries it

Start with tributary area, which is almost never just the surface in front of you. A rec yard collects the housing unit roof pitched toward it, the walk from the sally port, and often grade falling in from the fence line. As a working figure, 1,000 sq ft of hard surface sheds about 623 gallons per inch of rainfall: a 150′ × 250′ paved yard is 37,500 sq ft, so a one-inch storm hands you roughly 23,400 gallons and a two-inch afternoon close to 47,000 — before the roof is counted. Then add the water that has nothing to do with weather. Kitchen service yard washdown, the laundry pad, hydrant flushing and the wash bay arrive on a human schedule and can beat the storm. Hand wands run roughly 4–6 gpm each; sum every nozzle that can physically run at once, not the number that usually do.

Then check the outlet, because the outlet is the bottleneck. The failure we get called about most is a 12″ channel tied to a 4″ outlet, backing up in the first storm while everyone blames the grate. Flowing full at 1% slope, 6″ pipe carries roughly 250 gpm, 8″ about 540 gpm and 10″ about 985 gpm. If your peak beats the pipe, no channel fixes it. Pitch pavement to the line at 1/8″–1/4″ per foot and keep at least 2 feet per second in the channel so grit stays in suspension.

Finally, design for escorted maintenance. You cannot roll a vac truck through a sally port because it rained. Build the margin into the hardware instead of the schedule: oversize the sump so an 18″ or 24″ basin with a sediment bucket holds a quarter of grit rather than a month of it, and group cleanouts so one escorted crew clears them in a single trip. The system that fails inside a fence is rarely the undersized one; it is the one nobody could get to.

Load class inside the wire, read off the heaviest thing that stops on the line

Ratings follow EN 1433, which loads a grate to failure and reports the result in kilonewtons. The trap on institutional work is reading class off the average vehicle. Watch anything that stops, idles and steers on the line — a transport bus pivoting toward a trap gate punishes a frame far harder than the same bus at road speed.

Two caveats. The trade heuristic reads H-20 as a 16,000-lb wheel load and HS-25 as 20,000 lb, loosely mapped onto Class D and E, but that is a rule of thumb, not a standards equivalence. And every class assumes full concrete encasement per the manufacturer's instructions, grate set 1/8″–1/4″ below finished pavement so the encasement carries the wheel — a Class E grate in a bad pour is not a Class E drain. The forklift is where institutional specs go wrong most often. A yard forklift weighs a fraction of a truck, so people class it down — then it puts nearly its whole loaded weight onto small hard wheels with almost no contact patch, and it pivots. Class D 400 kN is the minimum where a loaded forklift works, Class E where it works all shift. At a delivery apron it is the pallet jack working the tailgate in the same eighteen inches every day, not the truck, that kills the grate. More in heavy traffic drainage.

Zone by zone: where the drains actually go

Recreation yards & housing unit yards

A wide flat surface that must stay usable, must not pond where people stand, and must not offer anything liftable. We run a channel line across the low side rather than scattering point inlets through the middle — one line collects a sheet the way a point inlet never will, and it keeps the number of openings down. Turf yards get a basin with a real sump at the low corner.

Sally ports, vehicle traps & the transport bay

A depression by geometry: gates at both ends, a slab that has to drain, no chance of daylighting through a wall. The trench across that lane is the most load-critical drain on site — Class D floor, pivoting rather than rolling loads. Bolt everything here; it is unsupervised space between two gates. Depressed slabs often mean a pumped outlet by others, so settle that chamber invert before selecting channel depth.

Perimeter patrol road, clear zone & fence line

A rural road with a specification: passable in every condition, and it must not undermine the fence beside it. Water sheeting into the clear zone wrecks the ground condition and, over a few seasons, undercuts fence footings. Cross drains here are Class D and sediment is constant, so give them generous sumps and a written cleanout interval — a plugged perimeter basin shows up as a washout, not a puddle.

Intake, booking apron & visitor entry

Where the public, staff and transport touch the same pavement, and where accessibility bites hardest: on an accessible route, grate openings must not pass a 1/2″ sphere and elongated openings run perpendicular to the direction of travel. This is the one place we would not automatically bolt — it is staffed, watched and swept, and a lock bar keeps it serviceable.

Kitchen, laundry & warehouse service yards

The delivery apron, grease container pad and dock get washed down often, and that exterior zone is squarely ours: a channel at the dock leveler and door line, Class D apron drainage, a basin with a sediment bucket, fixing that survives a hand truck twice a day. One honest boundary: the kitchen and laundry floors inside the building are hygienic drainage — engineered sanitary stainless, crevice-free construction, the regulated world of FSMA, USDA, NSF and 3-A style expectations — and we do not sell that or claim it. Industries, vocational shops, fleet garage & wash bay

Light-industrial sites that happen to sit inside a fence, and the Class E corner of most institutions. Shop door thresholds want a trench across them so what runs off a vehicle stops at the door; wash bay water is a scheduled flood rather than weather, and separators and reclaim equipment are downstream, by others. Irrigation and utility boxes out here want bolt-down covers, not drop-in lids: an unsecured lid is a void and a loose piece of hardware.

What “secured grate” actually means, and where facilities over-bolt

“Lockable grate” is the most common request on a correctional call, and it covers four genuinely different levels of hardware. Shopping generic lockable castings rather than a system? Start in the grates section.

  1. Weight alone is not security. Heavy stops the casual, not two determined people with time. No spec should count it as a fixing method.
  2. Clip or anchor — a positive retainer that stops a grate rattling out or being flipped up: the NDS 849 security clip for 12″ Pro Series, the DS-122 Dura-Slope ProFit grate lock. Right for supervised, staff-side pavement; not enough for a yard.
  3. Lock bar — a removable bar that captures the grate and comes out with a tool when staff need the line open: the Josam Lite Line lock bar kit, or ACO's QuickLok bars across KlassikDrain and their basins.
  4. Boltdown and tamper-resistant — the real answer where it matters: Filcoten's 300 ductile iron Boltmax grate in Load Class E; ACO PowerDrain's 4-bolt slotted ductile iron grates across S100K, S200K and S300K, with a tamper-resistant bolt (138127) that opens only with its dedicated driver (138128); and for a 12″ × 20″ frame you are keeping, the Josam 76300-40 secured grate with vandal-proof screws.

The mistake we see most often is bolting everything. Tamper-resistant fastening moves the security into the driver, and inside a facility that driver becomes a controlled tool: shadow board, counted, and if it walks nobody opens the line. Facilities that bolt every drain find within a year that maintenance quietly stopped opening the ones nobody watches, and those lines silt shut. Our rule: tamper-resistant fasteners in the yards, the sally port and anywhere unsupervised; lock bars where staff open the line monthly; clips on staff-side and public-side pavement.

Two details separate a spec that works from one that reads well. The frame is what gets attacked, not the grate — anchor it into the encasement as detailed, because a bolted grate in a loose frame comes out as an assembly. And specify a sump you can see the bottom of: the answer to the void under a grate is a sediment bucket that pulls and inspects in seconds, not a narrower slot. Wherever a run ends, two grades meet, or a yard corner collects, use a basin rather than a buried tee — it is the only place an escorted crew can service the system. Size for storage and inspection, not just flow: 12″ at walkway and light yard low points, 18″ and 24″ anywhere sediment is part of the diet — on a patrol road or industries compound, everywhere. Most correctional drainage work is a repair inside a slab poured in 1978, in a zone that has to reopen before the next movement. Sometimes the trench is fine and the grate is the problem — it walks, it rattles, or it was never secured. Replacing the casting alone avoids a saw cut, a pour, a cure and a closed zone, worth more inside a facility than the price difference. Two habits save a correctional shop more than any single product decision. Buy bolt-down covers instead of drop-in lids inside the secure area — a bolted 10″ round ICV box or a 14″ × 19″ Pro-Spec box costs a little more once and stops being a recurring work order forever. And order the spare grate with the job: a missing 12″ grate in a yard is an open hole that must be barricaded and supervised until procurement catches up. Common grates and drainage fittings on the shelf turn a two-week purchasing cycle into an afternoon work order.

Two last constraints that change selection: tool control — if the crew includes incarcerated workers or the shop runs a strict inventory, common hardware beats a proprietary driver nobody wants to sign out — and sequencing, so no trench is left open across a movement route at count. Frequently asked questions

What load class should a sally port or vehicle trap drain be?

Class D 400 kN, a test load near 90,000 pounds, is the floor for a sally port, a transport bay, a delivery apron or the perimeter patrol road, because a loaded bus or box truck stops and steers directly on the grate line. Step to Class E 600 kN, about 135,000 pounds, in an industries yard where loaded trailers and forklifts work all shift. Reading H-20 as a 16,000-pound wheel load and HS-25 as 20,000 pounds is a trade heuristic, not an equivalence to EN 1433.

Can drainage grates be secured so they cannot be lifted or carried off?
